== History == In February 2003, Nabil Seidah and Jae Byun, a scientist at the Clinical Research Institute of Montreal in Canada, discovered a novel human proprotein convertase, the gene for which was located on the short arm of chromosome 1. Meanwhile, a lab led by Catherine Boileau at the Necker–Enfants Malades Hospital in Paris had been following families with familial hypercholesterolaemia, a genetic condition that, in 90% of cases causes coronary artery disease (FRAMINGHAM study) and in 60% of cases may lead to an early death; they had identified a mutation on chromosome 1 carried by some of these families, but had been unable to identify the relevant gene. The labs got together and by the end of the year published their work, linking mutations in the gene, now identified as PCSK9, to the condition. In their paper, they speculated that the mutations might make the gene overactive. In that same year, investigators at Rockefeller University and University of Texas Southwestern had discovered the same protein in mice, and had worked out the novel pathway that regulates LDL cholesterol in which PCSK9 is involved, and it soon became clear that the mutations identified in France led to excessive PCSK9 activity, and thus excessive removal of the LDL receptor, leaving people carrying the mutations with too much LDL cholesterol. === Discretionary spending === Military spending: During 2016, the Department of Defense spent $585 billion, an increase of $1 billion versus 2015. This is a partial measure of all defense-related spending. The military budget of the United States during FY 2014 was approximately $582 billion in expenses for the Department of Defense (DoD), $149 billion for the Department of Veterans Affairs, and $43 billion for the Department of Homeland Security, for a total of $770 billion. This was approximately $33 billion or 4.1% below 2013 spending. DoD spending has fallen from a peak of $678 billion in 2011. The U.S. defense budget (excluding spending for the wars in Iraq and Afghanistan, Homeland Security, and Veteran's Affairs) is around 4% of GDP. Adding these other costs places defense spending around 5% GDP. The DoD baseline budget, excluding supplemental funding for the wars, grew from $297 billion in FY2001 to a budgeted $534 billion for FY2010, an 81% increase. According to the CBO, defense spending grew 9% annually on average from fiscal years 2000–2009. Much of the costs for the wars in Iraq and Afghanistan have not been funded through regular appropriations bills, but through emergency supplemental appropriations bills. As such, most of these expenses were not included in the military budget calculation prior to FY2010. == Epidemiology == Between 0.1% and 0.8% of people are affected. The disease is most common in Northern European countries, and per observations in the UK, is least frequently seen in people of Afro-Caribbean descent. Although the ratio of male to female disease is reportedly 3:1, many rheumatologists believe the number of women with AS is underdiagnosed, as most women tend to experience milder cases of the disease. The majority of people with AS, including 95 per cent of people of European descent with the disease, express the HLA-B27 antigen and high levels of immunoglobulin A (IgA) in the blood. In 2007, a team of researchers discovered two genes that may contribute to the cause of AS: ARTS-1 and IL23R. ==== Coral bleaching ==== The Pacific Marine Environmental Laboratory attributes the first large-scale coral bleaching event in 1997–1998 to the warming waters of the concurrent El Niño event with possible contribution from anthropogenic climate change. Most critically, global mass bleaching events were recorded in 1997–98 and 2015–16, when around 75–99% losses of live coral were registered across the world. Considerable attention was also given to the collapse of Peruvian and Chilean anchovy populations that led to a severe fishery crisis following the ENSO events in 1972–73, 1982–83, 1997–98 and, more recently, in 2015–16. In particular, increased surface seawater temperatures in 1982-83 also lead to the probable extinction of two hydrocoral species in Panamá, and to a massive mortality of kelp beds along 600 km of coastline in Chile, from which kelps and associated biodiversity slowly recovered in the most affected areas even after 20 years. All these findings enlarge the role of ENSO events as a strong climatic force driving ecological changes all around the world – particularly in tropical forests and coral reefs.
